A Response to H.E The President on the Protection of Sovereignty Bill 2026.
This document is a response to President Yoweri Museveni regarding the Protection of Sovereignty Bill, 2026, focusing on concerns that the version presented before Parliament differed significantly from the one allegedly approved by Cabinet. The report argues that the Bill was fundamentally altered through what the authors describe as “fraudulent insertion” of extraneous provisions, particularly clauses affecting foreign investment, remittances, religious support, and private financial transfers. It heavily references the President’s public statement distancing himself from parts of the Bill and questioning whether Parliament was debating the same legislation he initiated. The document contends that this casts doubt on the Bill’s legitimacy and raises serious constitutional and procedural concerns about how it was drafted and amended.
The report further criticizes the Bill for undermining the constitutional principle that sovereignty belongs to the people rather than the State, arguing that the proposed law threatens political freedoms, civic participation, and democratic governance. It also warns of severe economic consequences, citing submissions from the Bank of Uganda, foreign chambers of commerce, and other stakeholders who argued that the Bill could discourage foreign direct investment, complicate financial transactions, and damage Uganda’s investment reputation. The authors conclude that the Bill is unconstitutional, economically dangerous, and procedural defective, recommending that it be referred back to Cabinet for proper review and investigation into the alleged unauthorized alterations.
