
Protection of Sovereignty Act No. 7 2026
The Protection of Sovereignty Act, 2026 was enacted to safeguard Uganda’s sovereignty by regulating the activities of individuals and organizations acting on behalf of foreign interests within the country. The Act establishes a framework for registering and monitoring “agents of foreigners,” particularly where their activities may influence political processes, government policy, public administration, or national interests. It places responsibility for implementation on the Department responsible for peace and security under the Ministry of Internal Affairs and seeks to ensure that Uganda’s social, economic, and political affairs remain under the control of its citizens and institutions.
The Act prohibits foreign agents from promoting interests that conflict with Uganda’s national interests, interfering in elections, influencing government operations, implementing government policies without approval, or engaging in activities deemed disruptive to national stability. It also introduces registration requirements, disclosure obligations for foreign funding, and penalties for violations, including substantial fines and imprisonment. While the law provides exemptions for legitimate activities such as foreign investment, humanitarian assistance, academic research, health services, and faith-based work, its central objective is to prevent foreign influence from undermining Uganda’s governance, public policy, economic stability, and democratic pr0cesses.
