The Final Protection of Sovereignty Act, 2026 Bill

The “Protection of Sovereignty Act, 2026” is a proposed Ugandan law aimed at safeguarding the country’s sovereignty, national security, governance systems, and public order from foreign influence and interference. The Act establishes a legal framework to regulate individuals, organizations, and entities acting on behalf of foreign actors, particularly in matters related to government operations, electoral processes, public policy, and funding activities. It creates obligations for “agents of foreigners” to register with the government, disclose funding sources, and comply with oversight requirements under the Ministry responsible for internal affairs.

The law also introduces restrictions on foreign-funded activities considered disruptive or harmful to Uganda’s interests, including interference in elections, economic sabotage, unlawful assemblies, and promotion of foreign policy agendas within the country. It grants authorities powers to monitor compliance, inspect records, suspend registrations, and regulate foreign funding to organizations and institutions. Overall, the Act seeks to strengthen state control over foreign influence while emphasizing the protection of national sovereignty, security, and stability, although its broad provisions may raise concerns about civic freedoms, political participation, and the regulation of civil society activities.
